About The Lesma Ellis Foundation
History
The Lesma Ellis Foundation (LEF) was founded in 2015 by the Director, Mr. Ian Campbell, USA, MAJ (Retired). Raised within the inner city community of Kingston, Jamaica, Mr. Campbell aspiration is to provide aid and assistance to local residence through an educational program targeting young men and women throughout the community simultaneously taking care of the elderly in the process. Hence, he established “The Lesma Ellis Foundation” (LEF), naming it in honor of his mother whom he admired as the bedrock of his upbringing living within the community. To ensure success, Mr. Campbell then sought assistance from residents of the community of Torrington Park to get after the goals set forth.
Our Values
LEF believes that all people within the inner-city community should have access to education, medical care and the opportunity to ensure that communities throughout the Caribbean, have a sense of stability. As such:
- We welcome strategic alliances with public and private funders and entities to accomplish tasks consistent with the mission of the Foundation

Our Mission
Our mission is committed to the educational advancement, social development and the well-being of adolescent, senior citizen, men and women throughout inner-city and rural Jamaica. We hope to achieve this by providing mentorship, guidance, encouragement and confidence in future leaders.
Our Vision
We aspire to not only provide mentorship, guidance, encouragement and confidence in future leaders within our local communities but to also expand to a wider platform and reach youths internationally.

Ian Campbell
President/Director
Professor Ian Campbell, Major (Retired)'s Bio
Professor Ian Campbell, United States Army, MAJ (Retired), is a Cyber Mission Element Planner with United States European Command. A graduate and teaching Instructor with the University of Maryland Global Campus (UMGC), holding a Master of Science in Cybersecurity, and a graduate of Webster’s University with a Master of Arts in Management and Leadership. Professor Campbell is also a Doctoral student at Capitol Technology University, with a focus in
Cybersecurity.
Professor Campbell’s experience include successes in a variety of positions ranging from the appointment of an Information Systems Security Officer (ISSO), Cyberspace Strategic and Operational Planner/Analyst, Cyber Electromagnetic Activities (CEMA) Officer, conducting Information Operation (IO), Joint Planning, Cyberspace Planning, and Command, Control, Communications, Computers, Information and Surveillance and Reconnaissance (C4ISR) planning and execution.
Professor Campbell also possess expert-level knowledge of the United States and Europe critical infrastructure and key resources (CIKR) along with strategic knowledge in cyber policies, laws, and procedures.
Outside of work, Professor Campbell enjoys spending time with his children, cooking and eating various cuisines. Professor Campbell enjoys traveling, an avid gym enthuses, and a mentor of inner-city young men and women through the Lesma Ellis Foundation, located in Kingston, Jamaica which he founded to tackle educational needs, child development, and impoverishment within the rural areas.

Sergeant Major Steve K. Jeffrey Bio
Sergeant Major Steve K. Jeffrey joined the United States Army in March 1994 and attend Basic Combat Training (BCT) at Fort Leonard Wood Missouri. After completing BCT, he attended Advanced Individual Training at Fort Sam Huston, Texas where he obtained the MOS 91B, Combat Medic Specialist. His First duty assignment was Camp Casey, Korea.
Sergeant Major Steve K. Jeffrey military assignment include Camp Casey, Korea, Fort Bliss, Texas, Fort Carson, Colorado, Fort Benning, Georgia, Fort Drum, New York, Fort Bragg, North Carolina, Military Entrance Processing Station (MEPS), Miami, Fort Dix, New Jersey, Fort Eustis, Virginia, and Fort Jackson, South Carolina. His previous duty positions include the following: Medical Specialist, Troop Medical Clinic Assistant NCOIC, Squad Leader, Platoon Sergeant, Health Care Assistant NCOIC, Operation Sergeant, Medical NCO, Senior Health Care NCO, Operations NCOIC, First Sergeant, and Senior Clinical NCO. SGM Jeffrey was deployed twice in support of Operations Iraqi and Enduring Freedom.
Sergeant Major Steve K. Jeffrey awards and decorations include the Bronze Star Medal, Meritorious Service Medal (6th Award), Joint Service Commendation Medal, Army Commendation medal (5th Award), Joint Service Achievement Medal, Army Achievement Medal (6th Award), Army Good Conduct Medal, National Defense Service Medal, Afghanistan Campaign Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Korea Defense Service Medal, Military Outstanding Voluntary Service Medal, Non-Commissioned Officer Professional Development Ribbon (Number 3), Army Service Ribbon, Overseas Service Ribbon (Number 4), NATO Medal, and the Combat Action Badge.
Sergeant Major Steve K. Jeffrey is a graduate of the United States Army Sergeant Major Academy, Class 68. SGM Jeffrey also graduated from Excelsior College with a Bachelor’s of Science in Liberal Arts Degree.

Oshane Creary opens the line of communication among all stakeholders and coordinate people and processes to ensure that projects are delivered on time and produce the desired results. With over 5+ years in both public and private sectors, Oshane has experience in entrepreneurship, strategic management, team building, professional development, strategic implementation, company collaboration and practical exposure in the Information Technology field. Oshane enjoys learning and building solutions for technical problems. Oshane holds an BSc. in Business Management from University of the West Indies and a current Project Management certification from the Global Mindset Institute.
